The Med-QUEST Division (MQD ) of the Hawaii State Department of Human Services (DHS) has programs that provide medical coverage for low income Hawaii residents. Most of the coverage is provided by the Medicaid Fee-For Service Program and the Medicaid managed care program, Hawaii QUEST. These programs provide coverage to families with children, pregnant women, seniors, the blind, and the disabled, Residents who need medical assistance must complete an application form that MQD will process.

The Hawaii Rx Card is the statewide prescription assistance program available to everyone living, working or traveling in the state. Because there are no applications, no restrictions, and no eligibility requirements, everyone is eligible to receive savings through this free program.
The program was launched in March 2010, in conjunction with the Hawaii Medical Association and the Hawai`i Hotel and Lodging Association, to offer assistance to the uninsured and underinsured. Hawaii Rx Card can also be used to discount prescription medications that are not covered by insurance, Medicare or Medicaid. Hawaii Rx Card is accepted at Longs Drugs, Walmart, Safeway and Costco along with 68,000 pharmacies nationwide. Hawaii Rx Card can be used to save up to 80% on most brand and generic medications, with an average savings of 30%. YOU MUST BE HIV POSITIVE TO BE ELIGIBLE FOR THIS PROGRAM. - income must be at or below 400% of the current Federal Poverty Level set for Hawaii - assets must be less than $10,000 excluding home & car - must not have insurance that covers medications - must be HIV + and provide proof of HIV status by a physician.
